      The indicator measures the difference between average gross hourly earnings of male paid employees and of female paid employees as a percentage of average gross hourly earnings of male paid employees. The indicator has been defined as unadjusted, because it gives an overall picture of gender inequalities in terms of pay and measures a concept which is broader than the concept of equal pay for equal work. All employees working in firms with ten or more employees, without restrictions for age and hours worked, are included.

      The unadjusted Gender Pay Gap (GPG) represents the difference between average gross hourly earnings of male paid employees and of female paid employees as a percentage of average gross hourly earnings of male paid employees. From reference year 2006 onwards, the new GPG data is based on the methodology of the Structure of Earnings Survey (Reg.: 530/1999) carried out with a four-yearly periodicity. The most recent available reference years are 2002 and 2006 and Eurostat computed the GPG for these years on this basis. For the intermediate years (2007 onwards) countries provide to Eurostat estimates benchmarked on the SES results.  Data are broken down by NACE (Statistical Classification of Economic Activities in the European Community).

      The indicator measures the proportion of women in national parliaments and national governments. The national parliament is the national legislative assembly and the indicator refers to both chambers (lower house and an upper house, where relevant). The count of members of a parliament includes the president/speaker/leader of the parliament. The national government is the executive body with authority to govern a country or a state. Members of government include both senior ministers (having a seat in the cabinet or council of ministers, including the prime minister) and junior ministers (not having a seat in the cabinet). In some countries state-secretaries (or the national equivalent) are considered as junior ministers within the government (with no seat in the cabinet) but in other countries they are not considered as members of the government.

        The WPS Index is a simple and transparent measure that captures women’s autonomy and empowerment at home, in the community, and in society. The index is structured around three basic dimensions of women’s well-being: inclusion (economic, social, political); justice (formal laws and informal discrimination); and security (at the individual, community, and societal levels. This second edition adds more than a dozen countries—including Libya and South Sudan—that meet the minimum requirements of recent and reliable data across the three dimensions. Those additions bring the total ranking to 167 countries, encompassing more than 98 percent of the world’s population.
