The Expansion of Chinese Influence in Africa

(February 2023) Over the last two decades China has become the largest trade partner for African countries displacing France and US as Africa's major trade partners.According to the UN Comtrade data between 2000 and 2021 Africa's imports from China increased from $5 to $148 billions. In 2007 China replaced France as the largest origin of Africa's imports. Share of China in Africa imports increased from 4% in 2000 to 23% in 2021.Africa's exports to China increased from $5 to $106 billions. between 2000 and 2021. In 2011 China replaced US as the largest destination of Africa's exports. Share of China in Africa exports increased from 3% in 2000 to 18% in 2021. Though China announced plans to strengthen the relationships with Africa, African Development Bank warns about three major risks of high Africa dependence on China. These risks include geopolitical risks, risk of a Chinese economic slowdown, and risks of unfair competition between Chinese and with local African entities.

Africa's Demographic Boom — A Path to Economic Prosperity, or to Social Crisis?

(16 June 2021) Africa is the only continent with a fast-growing population, and the only one where the population is expected to continue growing beyond 2050.  According to the UN's 2019 World Population Prospects report, in the next 80 years population of Africa will increase by more than three times — from 1.3 billion people in 2020 to 4.2 billion in 2100. In 19 African countries, the population is on track to double in the next 30 years, and in 28 African countries the population is expected to triple by 2100. Nigeria is projected to become the world's third most populous country by the end of the century, with 732 million people. The rapid population growth in Africa combined with the simultaneously increasing share of the population that is of working age provide conditions that can be the basis for so-called "demographic dividend": an increasing working age population and a low share of non-working population translating into rapid economic growth.  But this growth doesn't happen automatically. People don’t just skate into good jobs by being of working age, and smart investments don’t come from thin air. The most countries in Sub-Saharan Africa are currently among the least developed nations in the world, according to the UN Human Development Index (HDI). In addition, a comparison between Nigeria (the largest African economy and the most populous country on the continent) and India — developing countries with equal per capita income — shows a slower pace of social progress (measured by HDI) in Nigeria over the last 16 than in India. In fact, in the last five years social progress in Sub-Saharan Africa, as measured by UN Human Development Index, has almost stopped. Lack of economic and educational opportunity could increase the risk that the population boom in Africa will end up not with demographic dividend but with increasing instability, higher inequality, social conflicts, and growing violence. Note: UN Human Development Index is a summary measure of average achievement in key dimensions of human development: a long and healthy life, being knowledgeable and have a decent standard of living. The HDI is the geometric mean of normalized indices for each of the three dimensions.

South Sudan Situation Overview

On 17 August, as Riek Machar, South Sudan rebel leader, and Pagan Amum, the head of South Sudan's ruling party, signed an agreement in Addis Ababa, Ethiopia, to end the 20-month civil war in sub-Sahara Africa's youngest country, South Sudan's President Salva Kiir, walked away, demanding a 15-day extension to confer with officials in Juba. South Sudan's civil war erupted in December 2013 following a political dispute between Kiir and Machar, his then deputy. Tens of thousands have died and more than 2 million have been displaced since the fighting broke out. The UN mission in South Sudan reports that it is sheltering nearly 200,000 civilians on its bases. The US Ambassador to South Sudan had issued an official statement three days before the deadline offering support to the government in Juba to assist in managing the implementation of a peace deal if the two sides signed the agreement by 17 August. Mediators had also, however, threatened international sanctions if the sides failed to reach an agreement on Monday. No sanctions have been announced, but the US State Department spokesman said that the US “would consider ways to raise the cost for intransigence” if President Kiir did not accept the accord soon. Until a few years, the ago Rwandan Constitution allowed presidents to seek only two terms in office, but according to the constitutional amendment in 2015, Paul Kagame could potentially remain in power until 2034. Under his leadership, rebels saved the country from genocide in 1994 during which more than 800,000 Tutsis and moderate Hutus were massacred by Hutu extremists. According to the Rwandan National Electoral Commission Twitter, President Kagame won more than 6.65 million votes in the August election, or approximately 98.6 percent of the voting population. Governance After the genocide, Rwanda needed to create strong governance institutions, particularly in the spheres of human, financial, and institutional resources. The African Governance Index suggests that Rwanda has made spectacular strides under Paul Kagame:Rule of law. The country has a low level of corruption, with a stable index score between 2006 and 2014.Level of accountability. Rwanda's score has increased by 29.9% since 2006. The current government publicly promotes transparency and accountability, the assumption of responsibility for actions, products, decisions, and policies including administrative oversight.National security. Rwanda's score has weakened, implying that the government has not adequately protected the population against crises, including, for example, political power, diplomacy, economic power, and military strength.Level of participation and human rights. The government is encouraging active participation in the government decision-making process, leading to a rising score during the 2006-2015 period.Level of sustainable economic opportunity. This measure shows continuous growth, particularly in terms of average annual gross domestic product.Level of human development. Rwanda has made the most progress of all ranked countries during the last 25 years. Economy After winning his third consectuive presidential term in August, President Kagame said he wouldwork to sustain economic growth. Despite local and international criticism in regard to human rights, oppostition management and other social issues, Kagame has built an economic lion.Rwandan economic growth exceeds 8 percent annually, according to the World Bank, making it one of the astest growing economies in Central Africa.Although the Rwandan inflation rate has fluctuated substantially in recent years, it trended downward through 2008, ending at 7.1 percent in early 2017. The rate of unemployment has remained stable since 2009, fluctuating within the 2.2  to 3.4 percent range.Rwanda's economic freedom score is also rising, leading to Rwanda scoring as the most-improved economic environment and, in 2012, ranking Rwanda third among African countries on the Economic Freedom Index. Security As terrorism and conflict data show, the number of fatalities in Rwanda significantly decreased relative to the Bizigumbu presidency. Injuries spiked, however, during the violent prelude to the 2010 elections.   Tourism Tourism receipts of Rwanda increased from $6 million in 1996 to $407 million in 2015 growing, an annual average growth rate of 31.75 percent.   Global Standing Rwanda has transitioned from desolate to hopeful during the last two decades for the reasons already described. But local social and living conditions have not experienced a similar rebound. In 2016, Rwanda was ranked 151 of 155 countries by level of happiness, with the happiness rating declining between 2015 and 2016. Discussion continue about democracy in Rwanda as well, with Rwanda scoring last in the Democracy Index.

05 Jan 2016 - As 2016 begins there is still no sign of peace in Burundi. Positions are becoming entrenched, murders continue and the long-awaited dialogue between the government, opposition and civil society groups is faltering. Burundi's government will not take part in peace talks scheduled for Wednesday with the opposition, a senior official said, casting doubts on efforts to end months of violence. "No dialogue tomorrow neither on January 16 as many may think, because there has been no consensus on that date," Joseph Bangurambona, the permanent secretary in Burundi's foreign affairs ministry, told the Reuters news agency on Tuesday. The talks scheduled to be held in neighbouring Tanzania were announced last month as part of regional efforts to resolve a crisis triggered in April 2015 by President Pierre Nkurunziza's decision to run for a third term in office - a move opponents described as violating the constitution. Since then, clashes between police and protesters and a series of attacks in the capital, Bujumbura, have killed more than 400 people. However, most of the human rights violations remain undocumented. "The Burundian government has made it impossible for any investigators to get access to the country in the last five or six months," said Phil Clark, a conflict researcher from SOAS in London, in an interview with DW. The exceptionally high number of refugees from Burundisuggests thatthe situation is muchworse and prompts fears of a relapse into the decades of civil war that killed tens of thousands of people. Since January 2015, over 230,000 people from Burundi (about 2.1% of  the total population) have fled to neighbouring countries (mainly Tanzania and Rwanda) with many others internally displaced. Malaria in the World | Cases and Deaths

Malaria is a group of infectious diseases that are transmitted to humans through bites by female Anopheles mosquitoes. Biting such mosquitoes transmit parasites through the blood which enter the human liver at the end. Reproducing in the liver, parasites cause fever, pain and chills. Malaria can also lead to coma or death. However, the disease is preventable and treatable. In the visualizations below, we present statistics from the World Health Organization with data on recorded cases and mortality from malaria. Over the 7 years from 2010 to 2017, the number of deaths from malaria in the world decreased by almost 30%, and the number of incidences felt by 8.3%. Such results were achieved thanks to vaccination and prevention. The African region accounts a disproportionate share of the global burden of malaria. In 2017, 92% of malaria cases and 93% of deaths from malaria took place in the African Region.

African Governance Index

Ibrahim Index of African Governance (IIAG) - is comprehensive statistical tool assessing African countries' performance in provision of public goods and services. Consisting of 133 variables derived from 32 independent sources IIAG measures governance performance across 4 pillars: Safety and Rule of Law, Participation and Human Rights, Sustainable Economic Opportunity and Human Development. All-embracing nature of the index makes it fairly the best instrument for setting long-term political, social and economical goals concerning the African region. One of the implications of IIAG-2013 is that since 2000, in average, governance performance has improved across all categories except Safety and Rule of Law. This implication, as well as the fact that 6% of countries experienced deterioration of overall governance performance during the 12-years period, makes it clear that the first priority goal should be maintenance of sustainable (or, in other words, balanced) development and equitable allocation of resources. Africa’s Population Boom: Will it Bring Economic and Human Development Gains?

In a perfect world, where access to technology and the wealth are equally distributed, the GDP of each country would be proportional to its population. In the real world that relationship exists on average (see the dot charts below) but with significant deviations from the trend. Many developed countries, being relatively less populous than their developing counterparts, have high levels of GDP, while the GDPs of less-developed countries, especially in Africa, are disproportionally low.According to the UN DESA baseline scenario, by the year 2100 Africa will become the world's most populous region, accounting for 40 percent of the global population and replacing Asia as the key driver of global population growth.More than half of global population growth between 2015 and 2050 is expected to occur in Africa, and after 2050 Africa is projected to be the only major world region with a continually growing population.Nigeria is expected to remain the most populous African country, reaching 794 million in 2100, according to projections by the UN. The Democratic Republic of the Congo - one of the world's poorest countries - is expected to become the second most populous African country. Will the enormous population growth in African countries strengthen their economies and the wealth of their citizens, or will this growth only give rise to even greater poverty? The education level of African countries significantly changed during the last 30 years. If in 1980, the highest average years of schooling attained was 5.5 years recorded in Mauritius, in 2015, this number increased to 10.3 years which was recorded in Botswana. The lowest value in 1980 was recorded in Mali (0.5 years). In 2015, the African country with the lowest average years of schooling attained became Niger (2.4 years).   The percentage of the population with no schooling attained decreased from 1980 but is still high. Niger was the African country with the highest percentage of no schooling attained in 1980 (88.5%) and remained on its leading position in 2015 with 65.6%. Reunion island had the lowest percentage of the population with no schooling (18.8%) in 1980. As for 2015, the country with the least percentage of no schooling became Mauritius with 1.7%.   In 2040, the average years of schooling attained is predicted to reach 12.35 years in Mauritius, 12.27 in Libya and 12.24 in Gabon - these countries are predicted to be the African leaders by this indicator. From 1980 to 2015, GDP per capita of the Middle East and North Africa has changed from $6,547 to $17,674. However, it has been replaced from the third to fifth place among other world regions. It is projected to remain in fifth place in 2020 with the value of $20,007.   Among the African countries, Libya had the highest gross domestic product per capita of $27,978 in 1980 being replaced by Equatorial Guinea in 2015 with the GDP per capita of $43,260. According to the UN DESA baseline scenario, the median age of the African population is projected to increase from 19.35 years in 2015 to 35.21 years in 2100. The highest growth of the median age of the population has been observed in two African regions since 1980-s: Southern Africa and Northern Africa.    Population pyramid built for Africa in 2015 can be attributed to the expansive type of the pyramid which means that African countries are in the first stage of the demographic transition: expanding. This stage is characterized by the high birth rate, rapid fall in each upward age group due to high death rates and short life expectancy. Compared to Africa, more developed regions of the world correspond to the constrictive pyramid being in the third stage of the demographic transition with the decline of the birth rate and the death rate, slowing of the natural increase.   Forecasts on the world population in the year 2100 provide the framework for demographic change expectations. Population pyramid of African countries is expected to correspond to the expanding type moving to the next stage of the demographic transition. More developed regions of the world are predicted to complete the demographic transition being in stage four characterized by low birth rate, low death rate, falling and then stable natural increase. The world population, in general, will correspond to the same stage.    The African countries with the highest life expectancy at birth became Réunion, Mayotte and Algeria with 80.1, 80 and 76 years in 2015. Mayotte and Réunion are expected to remain the leaders in the life expectancy value in 2100 (92 years). According to the medium fertility variant of UN DESA baseline scenario, African population density is predicted to reach 151 persons per square kilometre in 2100 while the estimated world average is predicted to be 86 persons per square kilometre. The most densely populated region is predicted to be Western Africa with 260 persons per square kilometre followed by Eastern Africa (237 persons per square kilometre) and Middle Africa (116 persons per square kilometre). Northern and Southern Africa regions are expected to be below the world average (60 and 35 persons per square kilometre).Burundi is expected to become the most densely populated African country, reaching the density of 2123 persons per square kilometre by 2100. 7 September 2015 - Africa’s power sector struggles under low access and insufficient capacity. Only 35 percent of the population of Sub-Sahara Africa, including South Africa, has access to electricity while more than 90 percent of the populations of Burundi, Chad, Liberia, Malawi, and South Sudan lack access to a power grid. Most African countries, except South Africa, face severe power generation capacity deficits even compared to international peers of similar economic size.For example, electric power consumption in Kenya is 157 kWh/year per capita, equivalent to 11 times less than in Tajikistan and Kyrgyzstan, the poorest Former Soviet Union countries. Similarly, Cameroon, with a population of about 22 million, has only 1 GW of installed electricity capacity versus 22 GW of installed capacity in Romania, one the poorest European countries with the same total population. Even between African countries there exists large deviations in per capita power generation capacity. Egypt has a population roughly half the size of Nigeria's and yet has nearly five times the installed power generation capacity, according to data from the International Energy Agency and the World Bank.Total primary energy consumption in Africa - the second most populous continent with an estimated population of more than 1 billion people - is only 19.6 quadrillion Btu per year. In contrast, the US consumes 97.3 quadrillion Btu/year. Sub-Sahara Africa is distinguished by its reliance on renewable power sources. About 70 percent of Sub-Sahara Africa's energy comes from renewables, particularly hydroelectric sources, according to the World Bank. As a result, the renewables sector has encouraged robust foreign investment. For example, nearly three quarters of the total $41.6 billion energy-sector investment from China during the period 2005-2014 targeted hydropower. Even with the investment appeal of nonfossil fuel power generation, total investment into Africa’s energy sector falls well short of the required level to enable faster growth. The slow pace of infrastructure development leads the US Energy Information Administration to project that total energy consumption in Africa will increase by only 24 percent during the next ten years. In addition, investment in Africa’s energy sector is often “bring-your-own-infrastructure” in nature, forcing companies to build their own power stations for other enterprise projects and lacking a national-level oversight to ensure targeted build-out and connectivity. Without such strategic oversight, impoverished populations are seldom able to provide enough demand to ensure self-sufficiency of new power stations to attract investment. Economic and Social Crisis in Zambia - Copper's Fall at Center

Zambia is a copper-rich African country that just three years ago was the darling of international investors seeking to expand their mineral portfolios. Mining investment - encouraged by privatization of the copper mines in the late 1990s - and the copper price boom that started in late 2008 served to support the sustained economic growth the  country had achieved since implementing measures in 2004  to  support greater fiscal discipline. Leading multinational mining companies, including Barrick Gold Corp., First Quantum Minerals Ltd. and Glencore PLC, have become major investors in Zambia's mining industry.  Zambia's fortunes have turned, putting it on the path to become the newest "resource curse" story as its economy suffers from the perils of over-dependence on a single commodity and a handful of multinational mining companies. The copper boom is over (at least for now), Glencore has fallen into a cost-cutting crisis, Zambian mines are being shuttered, and the country's currency was the world's worst-performing currency last year. The economic strength of the country's mining industry has also been exacerbated by the Zambian government’s efforts to increase mining royalties, which led to threats of closure and postponed investment by several major mining companies.Copper prices have weakened by more than 20 percent during the past year, mostly because of softer demand from China, Zambia’s biggest trading partner. China sources nearly 45 percent of its copper  - including refined and unrefined - from Zambia.Zambia's currency, the kwacha, has lost about 50 percent of its value against the US dollar during the past year, fueling higher prices on imported goods. Glencore, a multinational commodity trading and mining company headquartered in Switzerland, is among the companies that have cut back drastically in Zambia in recent months, suspending operations at its Mopani copper mine and announcing plans to lay off 3,800 workers at the mine. A Chinese-owned mining company, CNMC Luanshya Copper Mines, put 1,600 workers on forced leave at its Baluba mine, while another Zambian mine, owned by London-listed Vedanta Resources PLC, put 133 employees on forced paid leave because of the problems in the global copper industry.

The 2015 African Economic Conference (AEC) will take place in Kinshasa, Democratic Republic of Congo, with the theme Addressing Poverty and Inequality in the Post 2015 Development Agenda in 2- 4 NOVEMBER 2015. As outlined in the African Union’s (AU) Agenda 2063 and the Africa’s Common Position on Post 2015 documents, the vision is for “an integrated, prosperous and peaceful Africa, driven by its own citizens and representing a dynamic force in the global arena.” The AEC will bring together policy-makers, researchers and development practitioners from Africa and from around the world to make a strategic contribution to the implementation of Africa’s vision and the identification of concrete actions necessary for poverty and inequality reduction in the context of the post-2015 development agenda. The Conference will provide an opportunity to assess the impact of current growth strategies on poverty, inequality and human development in Africa. In addition, the conference will discuss successes, lessons learned and identify remaining gaps, challenges and emerging issues on the topic. It will encompass in-depth presentations of policy-oriented research by both established academics and emerging researchers from the continent who will debate and recommend policy options on how to reduce poverty and inequality for Africa’s equitable, inclusive and environmentally sustainable development. The 2nd Investing in Africa Forum (IAF), organized by the Government of Guangdong Province, People’s Republic of China, China Development Bank and the World Bank Group, aims to promote experience sharing between China and Africa and build accelerated investment in Africa. Under this overarching goal, the IAF will address five themes; agriculture and agribusiness; cooperation to expand capacity in manufacturing and industrialization; infrastructure development, regional connectivity and renewable energy; skills development, vocational training and job creation; and trade and tourism. The South African economy exhibited weak quarter-on-quarter real GDP growth earlier this year and faces high and rising unemployment, weak domestic demand, and falling market prices on key export commodities. Accelerated growth is on the horizon for South Africa, however, according to consensus forecasts of multiple major international agencies, even if at a slower rate than other large sub-saharan African economies. African countries collectively are expected to be the most rapidly growing economies worldwide during the next five years.South Africa is currently the third largest African economy by GDP (ppp) following Nigeria and Egypt and is expected to grow at an average rate of 1.6 percent during each of the next five years.In contrast, Nigeria, the continent's largest economy, has an expected annual average rate of 1.96 percent during the same period, according to the IMF. It will be interesting to monitor South Africa's official growth statistics through the end of the year. During the period 2012-2014, the South African economy followed this same growth pattern, but expectations of the major international agencies were too high, based on analysis from Knoema's Forecast Tracking Tool. The World Bank, IMF and OECD consistently overestimated South Africa's real GDP growth by 0.6 to 2.0 percentage points since 2011.
